Custom sneaker design image

Need to design a custom sneaker to print onto merchandise for starting a small business. Would like someone who understands trademark/copyright issues for merchandise printing purposes but also want it to be something similar to a popular sneaker (i.e. Nike Air Force 1). Would like to customize sneakers to represent my current city (Virginia Beach - which I have ideas for). Design should look eye-catching on both dark and light backgrounds.
