Create Skincare Insta Ads

I'm looking for someone with the expertise required to create unique video and image ads that convert.

I would prefer someone who can add special effects and has the motion graphic and 2d animation experience to make some really unique and interesting Instagram story ads.

The issue with the average graphic designer is that just editing background and turning an image into a PNG with no background then dropping it on a new background simply isn't enough for this project.

I've attached something I made (which is not great but should give you a very basic idea of what I am looking for on the low end)
