Resurn is the patriarch of the werewolves, holding his people in an iron grip of fear and autocracy. The Were-Bears are a long pedigree spanning from the inception of were animalia. Rare due to the grand scale of a bear in comparison to a human. Instincts of the bear are so permeating, the humanoid can never maintain a human-like composition like it's subjects. So, the were bears regress into an intelligible bear form, a haunting effigy that can't be ignored.
