Using colors as a way to see where you are in your question asking process. Color bars would be moved up and used as a method for navigation. If you're gonna fill out forms, they might as well be beautiful :)
Another color option for the DMV Help Center. Colors would be used to help users navigate the labyrinth that is the DMV!
