    Isn't this a line from Starship Troopers? And in that case, isn't the idea that in order to have children, you must first serve in the military?

    @Fraser Davidson Yes! I'm a huge fan of campy sci-fi movies, plus, it was election day... people were feeling patriotic and all the TV ads reminded me of those "FEDERAL NETWORK -- Would you like to know more?" spots.... for the context of the line, I really don't remember. Maybe though. Actually, it sounds like something America would have adopted that in the last 4 years if McCain had won in '08.

    @Matt Kauzlarich Yeah, I remember it as it struck me initially as slightly totalitarian and later as quite a good idea in a way. The licence to have a child, not the military service to get there, but either way... Population is 7.5 billion now thought...

China is going to be suffering some unforeseen repercussions to their one-child-per-family enforcement in the coming years (, so I'm going to guess that it is one of those "better left to fiction" ideas, at least for the foreseeable future...
