The problem: How might we design a system which can reduce traffic congestion, reduce double parking, increase parking availability, provide a steady flow of business outlets & provide a competitive pricing?

Solution: Follow a Demand-Based Strategy for parking allocation. By integrating a relation between area, availability, demand and time, the target audience would be charged.
