Yet Another Snooze Tabs Redesign

With Firefox 57 we introduced a Page Action menu in the URL bar. This is a natural place to put our Snooze Tabs tool, so I redesigned the UX to revolve around this area of the browser ahead of a new experiment through our Shield studies tool.
