Google Collaboratory UI Refresh

I've only used Google's collab notebooks one time, but I found the UX/UI to pretty irritating and ugly. I don't usually do random product re-designs, but I couldn't resist taking a quick stab at it. I'd love to explore a dark theme version in the future as developers seem to prefer it.
