Dashboard widget creation

Exploring some new visual patterns for widget creation as part of Gem dashboards.

This "floating control pane" concept inside of a modal dialog explores how we might communicate when there's more controls just off screen, and gives an additional sense of depth and attention for adjusting how a widget looks inside a Dashboard.
