This is simply fantastic. As much as I'm not a fan of 'flat' design for mobile apps, with websites there are cases such as this where it seems to work really well.

Ya know Bruce, I find this very interesting. I was attempting to do my own redesign of paypal, last year. Instead I actually had a recruiter contact me. They were looking for a designer to redesign their current design. Sadly I was not chosen, and the only feedback I received was because I was too modern.
Later on down the road, I ended up speaking with one of the former CTO. He explained to me that it would roughly take them 6 months to get a color change approved, through their rigorous approval system. I cringed.
With that said, I think this design is absolutely fantastic and would really showcase what they as a company need in order to supply a better overall User Experience. I often thought about a clean design like this, but never really put forth the effort to create it. I instead focused on my own personal projects.

Not sure if you're aware but they are releasing a new dashboard, just got an email about it. Big improvement and includes some of the changes you've made! Here's a quick screenshot;
