    I download the PSD file and try to replace the image but it's not applying to new image. It's not live blur we can said it's manual.

    @Kenil Bhavsar you have to use the Smart object. Simply swap images in that and you can test out the blur in real time inside of the original psd.

    This PSD is more for reference of how to do the effect and have it work for your designs. The point is that you can move around blurred objects, see their effects in real time and quickly change things. It's much faster than taking a screenshot, importing, and blurring each time you make changes.

    @Kyle Adams Yes you are right. But is there any option to do it without smart object.? I mean just use white background and give the effect. Than it should work auto.?

    @Kenil Bhavsar It does not work without the smart objects, since it uses the filters to make the blur-effect.

    He have made a shape with a smart-filter (blur) and set the smart object (image) as the clipping mask of the shape.

    So if you change the smart object you change the clipping mask of the shape which has the smart filters that applies the blur.
