This is a small part of the fully customizable UI in Wildstar (when game releases). You'll be able to easily change the look using lua-based tools we call Apollo and Houston. Trying my best to make it easy for 'modders' by cleanly setting up texture files.
Yeah, my method for framing is, important frames are bigger to give them emphasis and things like popups and other temporary things get a lighter thinner treatment to give the the feeling that they are temporary contrasting with the main, heavier frames.
