I designed it so that if you click the "What is a CSV file?" this text drops down with a very noticeable link. The import button would simply pop open the file browse dialog.

Download our template could use more padding, seems a bit thin to me. Also not sure what the rest of the page looks like, but import contacts is normally a pretty import feature to get more users. Maybe you can call more attention to it somehow, either directly or indirectly with its surroundings. Wish I could see more :)

Within this application the addition of contacts or voters is meant to be a very thoughtful process. The quality of the outcome is determined by who you contacts are per project. So the import to me is very much a secondary, convenience, feature for seasoned users who have a set of their favorite voters.
The "Download our template" isn't a button but rather an important link, but not so important that it should be as large as a button. I was actually going to make it tighter to make that clearer but had much the same reaction you did.
You can see more here I can only hope that the experience I tend to create will come through. As you can tell the primary action "New Contact" is much larger and far more prominent.
Thanks, that shows a lot more about what you are working with. I wonder if a normal bold blue link with slightly bigger text will work, rather than the yellow button. Look forward to see how it progresses
@Joe Anderson as this progresses I tend to agree with you about perhaps just using the primary color and just create a standard link. I will try it and do a rebound once I circle back.
