Nicely done. My only suggestion would be to make the "non-hover" state a muted blue. The grey makes me think it's disabled. I don't know what the rest of the app looks like, so maybe what you have is consistent with other buttons.
@John Ashenden Thanks for the insight. I went back and forth about it for sometime since the 'select files' action wasn't primary. We're encouraging users to drag and drop instead.

I love it, but it may not be possible without a lot of work. The file select in HTML is one of the "unstyleable" items.
@Adam Meyer Not sure what your experiences have been but it's definitely 'stylable'—already been developed.
