Looking good! I agree with @Jody Ferry, you can't count on users knowing to hover over that box, so an indicator woud be nice. Pulsing is a great idea. On the flip side the area is large enough for an "unplanned" hover to occur, which would automatically educate your user.
Question: would one expanded circle always be exposed? If so, you may not need too much indication.
I think that enough people read with their mouse that an un planned hover will happen. If anything maybe have a little transparency shift happen on load or something like that.

Trying to decide if these 3 main "areas" on the upper portion of the page are attractive enough for a mouseover.
My goal is to stay away from having to be literal and display something like "hover over this!" - any suggestions?

Also want to note: On hover, that smaller circle is supposed to animate / scale larger while the text inside flies up from within.
