I also think the contrast is a little too high to match the style of a bank note, however as it's for a website, I understand the need for a clear, sharp image.
First outline a paper sketch. Then scan and convert in vector. Then detail tha picture using the tablet.
At last colorize the background.
The clouds technique is more complicated, so I'll try to describe it next week.
I agree that the shadowing is a little off, but I LOVE the crosshatch style. Beautifully elegant and much different than most of what's out there today...

This is an illustration for a russian bank website. The engraving style sends to banknotes and illustrates the bank's long and rich history.
