What if you make the toggle button like a button, with some border an a different background. That way the user thinks it's a button, not some random text.
That's only my 2 cents.

Playing around with the idea of showing passwords on smartphone when logging in, with optional concealment when needed.
Added a button to make it more clear that its a option to toggle show/hide.
