There are a lot of alerts that Sifter provides to users, account holders, etc. Since they've grown organically, we've never taken the time to unify them into a consistent interface. Right now, they're very obtrusive, but going forward, we'd like for them to stand out, but not dominate the interface.
The idea of placing the tab over the search field was in hopes of making the alerts stand out without interfering with critical pieces of the interface.
The idea is that the tab would pull down a list of alerts and enable them to be acknowledge or dismissed. While I haven't gotten to the markup yet, I'm thinking we might even be able to apply a tasteful pulse animation to draw attention to it. That might end up being too much, though.

I love this. Just in the process of implementing something *very* similar…albeit not quite as pretty. Great work, as always.
