   I really don't think putting Notes in the menu bar is a good idea. Normally, menu bar icons indicate some sort of status (WiFi connectivity, battery life, Dropbox sync) and this would just be a static icon. Notes is also quite a "big" application and I think a pop-over would just limit it's functionality.

   Even with the icon in the dock, you still have immediate access to Notes from almost everywhere. I don't think you lose any real convience.
