Infodesign-wise it’s a bit hard to judge; relatively/absolutely to what are those bars set? Does the HTML5/CSS3 part mean the person in question only knows 75% of the proposed specification? Or is it a percentage of time spent with those technologies over a predefined period of time?

looking good, and nice concept! is the position of the layer (distance from the center) meant to correlate somehow with what your core skills are?
to me the angle of each bar looks more like the level of proficiency than the time spent. but that makes sense, too :)
