If the communication has become something that people come together and approve each other, this means that place can make the evil legal.

Looting, plunder, theft, corruption, racism, sexism, harassment, rape, murder, etc...
There will always be people breaking this rule and screaming against the bullshits.
But it will not be hard for the evils to organize to cut their voice down. A handful scream can be suffocated by a pair of hands.
