We originally designed icons based on a 24px grid. But we also needed versions to fit 16px applications. Unfortunately, you can't just resize. The ratio from 24px to 16px makes the details appear blurry or fuzzy. It's better to redraw the icons, even taking out details to ensure clarity at this smaller size.
