Subtle texture is nice. I would love to see some lowercase letters in the secondary type, especially if you're going to stick with the non-lining numerals.
I think you could go either way with the numerals. The misalignment of them give the piece a bit more personality. If you choose not to align them, then I would give them a smidge more breathing space. The nine gets a tad tight with the R in typography, in my opinion.
I mean title case. If you're going to stick with the all caps, which I think is a bit much, I would definitely go with lining numerals. I think it would be weird, and not in a unique, personality-ful way, to have numerals with ascenders and descenders and the type in all caps. The rhythm of lowercase letters is a lot more interesting and sophisticated.
