Looks good. My eye was immediately drawn to the shadow on the "UPLOAD" text – I dig it, because it's different. The only two things I'd nitpick here is the number of different font weights, colors, and sizes being used in such a small area and the highlights/shadows on the two buttons being inconsistent – unless that's what you're going for. That's just me, though :)
Edit: I meant the button shadows/highlights being different. The "Browse" button has a bottom highlight and 1px shadow while the "Upload" has no bottom highlight and a 2px shadow.
As for the font styling, it looks like you have intentions on them being dynamic, so disregard me there :)
the green text for 1mb will go red if the file size is too large.
The links that are click-able are all blue (the file can be previewed when you click the name after selecting it) Not quite sure why you think this colour system is inconsistent?
As for the shadow on the text, it's like that so it's still easily readable on high brightness monitors. The bolding is just to highlight importance within the text - easier to scan read.
The entire site was designed in Russian, but since I worked on it today I translated it all into English. I completely forgot to change the terms link back.

By the way why are the terms in russian? Whatever the reason is, we should all do that, nobody reads those anyway :)
