Nice! Love the seal. Not so sure about the intense splotchy background though. That would look great on paper or onscreen but it doesn't translate as well to t-shirts.
Hmm...I was going to vectorize before delivery and work with it a bit. Think I should just reduce the grunge a bit? I know it'll tend to go through a little more solid.
I think I'd reduce the added grunge a bit. I tend to think making objects or lettering look worn away works better than adding grunge outside of them. I try to imagine what they'd look like if I carried them around all day. Would the corners get rubbed off? Would they get scratched? Stuff like that.
And as for vectorizing vs. pixels, it doesn't really matter. Vector formats are easier but it all comes down to contrast. You can always do something like this in Ps then convert to halftone at whatever line screen your printer recommends. That'll look more vintage under close inspection anyway.
