Exploration: Animation on Call to Action

I'm on the fence on this one, and would love some feedback. The call to action banner itself is fairly simple - which I hope will differentiate it from an ad.

Moving the mouse over it will cause it to change color and start the animation, but if the mouse is moving fairly quickly (as is more likely if someone is scrolling the page or aiming for a specific link) it won't be too much of a distraction. The only way you see the full animation is if you hover over the banner intentionally.

I feel like it adds a moment of subtle delight, but for a subset of users, it could *really* piss them off. I'm curious what others think.
