I think you're right to conclude iOS has no significant reason to redesign drastically. It seems like a waste of time to me when they face real design challenges. Doing this would almost make Ive seem arrogant. The visual design language is not really broken.
I'm not sure why I feel so strongly about this, but here's some stuff that comes to mind while reviewing this shot (let me know if I'm way off):
Font: I've grown accustomed to Helvetica as a system font. Its demeanor is synonymous with Apple UI: clear, invisible, and legible. @Alex described it's blocky attributes as a good pair with UI which is inherently blocky. @Nicolas Prieto felt the page "lacked seriousness," where Helvetica would be more "neutral".
Avenir in contrast to Helvetica looks playful. It doesn't read like a system font to me. @Louie Mantia points out Maps uses it, but never in UI, only on the map tiles. Everything is still Helvetica. He's also correct to point out that Avenir has more geometric characteristics, but is that another strike against it for being "too interesting"?
Background: The pinstripes convey a subtle dimentionality with its texture. The background is visually more coherent as a plane behind the cells. Without it, I lose a sense of depth as soon as I reach "Do Not Disturb". In fact, I have a hard time figuring out if the cell is pushed back into the view or popping up above it. @Ollin must have found the same to be true to completely reverse the emboss into a drop-shadow.
On/Off Toggles: The more vibrant descriptive text looks like it's glowing. Aren't they supposed to describe rather than indicate status? They should also be smaller than the label. Making them the same size adds to its unduly importance and it ends up competing with the label. [Update: I'm wrong about it being smaller]
While the Off label is aligned properly with the descriptive text, there's still an illusion of it being misaligned because of the extra visual information of the toggle.
Navigation Bar: Overall, the UI looks like a mix between the new gray aluminum MacBooks and the old white plastic ones. It's a Dieter Rams plastic with curves. It's an ode to a classic design language that's honestly just sad and nostalgic. It doesn't feel honest to me. (Maybe I'm insane...)

@Louie Mantia Avenir has a much more curvy look than Helvetica does. It may just be the fact that I'm more used to seeing Helvetica there, but this page has a very blocky feel, and to me Avenir offers the opposite. I think a more chunky/blocky font, such as Helvetica, would be more appealing in this UI. Hope that makes sense.
