   i've found that when working in graphics like this it helps adding light gray for highlights beneath the white one, and dark gray behind the black shadows, so even when it's black or white it's still visible. If you're working with only color backgrounds using white and black as shades would work better since gray would make it pale.

    It really is a tough call: The lighter the color, it should look fine, but getting darker, only the white “shine” is really visible.

    A terrible suggestion, but what about a very, very, very thin, light, and mostly transparent outline for those darker scenarios?
